Dr Santhosh Mathew leads on social and public finance policy in India for the Bill & Melinda Gates Foundation. He previously had a distinguished career as a senior civil servant in the Indian Administrative Service in which he served as Additional Chief Secretary for the Government of Bihar and as Chair of the National Council for Teacher Education.
Between 2013 and 2017, Santhosh served as the Joint Secretary at the Ministry of Rural Development within the Indian Government. He was previously Professor of Social Management at India’s civil service college in Mussoorie and Country Director of the Leadership for Environment and Development program in India.
Santosh holds a PhD in development studies from IDS, Sussex, an MSc in social research methods from the University of Sussex, and an MA in economics from the Delhi School of Economics.
